The Croatian international is desperate to move away from White Hart Lane and has submitted a formal transfer request to try and force the deal through.
Spurs chairman Daniel Levy is adamant that he isn't for sale after handing him a six-year contract only last year, but the Blues are refusing to go away quietly, and this latest bid may prove too tempting.
The west London outfit started their pursuit of Modric last month with a £22m bid but having seen that approach knocked back, they returned last week with an increased proposal of £27m.
Harry Redknapp supports his chairman's stance and isn't unduly concerned by his decision to put in for a transfer.
Redknapp said: "We know Luka wants to leave, so whether he writes it down on a piece of paper doesn't really make any difference to our stance."
